Certification Funding Guide

Every funding pathway available to active duty, veterans, Guard/Reserve, and military spouses for professional certifications.


Credentialing Assistance (CA) — Army Only

Can TA pay for cert prep? Only if the course is part of an approved academic degree or certificate program at an accredited institution. Standalone exam prep is NOT TA-eligible.

  • Amount: Up to $10,000/year
  • Purpose: Individual knowledge gaps in special operations roles
  • Separate from: TA and CA (additional funding — does not duplicate existing programs)
  • Requirements: SF-182 submission, no planned separation within 18 months
  • Approval chain: Company Commander → Battalion Commander → SWCS signatures

COOL Programs (Credentialing Opportunities On-Line)

Army COOLcool.osd.mil/army

  • Funds through CA program ($2,000/year for enlisted)
  • Look up eligible credentials by MOS

Navy COOLcool.osd.mil/usn

  • Check portal for current FY funding status (funding has been inconsistent)
  • Authorization must happen BEFORE scheduling the exam — after-the-fact requests are denied
  • Contact: (850) 473-5996

Marine Corps COOLcool.osd.mil/usmc

  • Covers exam fees, recertification, maintenance fees
  • Does NOT fund training, study materials, or exam prep

Air Force COOLcool.osd.mil/usaf

  • SF-182 is the standard form for commander-discretionary training
  • No fixed dollar limit — varies by unit budget and mission
  • Route through: supervisor → unit training officer (S3/G3) → budget officer → approval authority
  • Most units burn funds in Q3-Q4 (Apr-Sep) — submit early in the fiscal year

GI Bill Certification Test Reimbursement (Chapter 33)

The VA reimburses up to $2,000 per exam for qualifying licensing and certification tests.

Process:

  1. Schedule and pay for your exam out of pocket
  2. Submit VA Form 22-0803 within one year of the test date
  3. Apply: VA Licensing and Certification Tests

When operational:

  • Covers accelerated tech training (6-28 weeks: bootcamps, cybersecurity, cloud)
  • Does NOT use GI Bill entitlement
  • Provides housing stipend during training
  • Apply using VA Form 22-0994

VR&E / Chapter 31 (Veteran Readiness & Employment)

For veterans with service-connected disabilities (10%+ rating).

  • Can fund: tuition, certifications, training, equipment
  • Apply: VA VR&E
  • VA assigns a Vocational Rehabilitation Counselor (VRC) who develops an Individualized Employment Plan
  • If discharged after January 1, 2013: no time limit on eligibility

Use your last 180 days of active duty for civilian training while still receiving military pay and benefits.

Requirements: 180+ continuous days active service, command approval, all TAP requirements complete. Start the process 9-12 months before separation.

Popular programs include Microsoft MSSA, Amazon Technical Apprenticeship, Salesforce Military Fellows, and Hiring Our Heroes Fellowship.

  • Eligible: Spouses of active duty E-1 to E-9, W-1 to W-3, O-1 to O-3
  • Also eligible: spouses of KIA, POW, MIA, severely wounded; Guard/Reserve spouses on Title 10 orders
  • Covers: Licenses, certificates, certifications, associate degrees at approved institutions
